It happened again this week. During student protests in New Delhi led by the Gen Z movement calling itself the Cockroach Janta Party, India's Home Ministry suspended mobile internet within a 1.5 kilometre radius of the Jantar Mantar protest site for around eight hours, per Al Jazeera's reporting from the march. Content that did escape the blackout was then geo-blocked from Indian feeds under Section 69A of the IT Act, including a DW journalist's clip and an account with twenty million followers, reportedly with no published order, per Tech Times' analysis of the takedowns. Medianama is maintaining a live tracker of what has been removed, and Human Rights Watch has documented the use of force against the protesters. We are a product studio, not a newsroom, so this post stays on the part of the story we can actually add something to: the technology.
How a shutdown actually works
A localised shutdown has two layers. The first is carrier level: an order instructs mobile operators to suspend data service to towers covering a defined area, which is how a 1.5 kilometre circle in central Delhi goes quiet while the rest of the city scrolls on. The second is platform level: content that gets out anyway is removed from in-country feeds through legal takedown orders to the platforms, so uploads vanish after the fact. Between those two layers sits the detail that matters for this article: the phones themselves are untouched. Every handset inside that circle still has a working Bluetooth radio and a working Wi-Fi radio. What died was the backhaul, the connection from the tower to the wider internet. The last hundred metres of connectivity, phone to phone, never needed the tower at all.
The pattern: festival tech keeps getting drafted
Mesh messaging apps route messages phone to phone over Bluetooth, hopping across devices until they reach their target, no tower or internet required. None of the well known ones began as protest tools. FireChat was built for festivals and offline events and became the communication layer of Hong Kong's 2014 Umbrella Movement. Its successor Bridgefy pitched concerts, sports stadiums and natural disasters, then saw downloads spike as it became the de facto messenger of Hong Kong's 2019 protests, per Forbes' report from that September. Bangladesh's blackout weeks in 2024 pushed the same category up the charts again, per the documented history of those shutdowns. Delhi 2026 is the newest entry in a list that is only ever appended to.

Then, within days of this article being drafted, the pattern escalated past anything in that table. Late on 23 July 2026, India's Home Ministry ordered GitHub to remove Bitchat's code repositories, three repos, three hours to comply, on the grounds that the app impedes lawful interception, per CyberInsider's report on the notice. GitHub complied, per Medianama, the Internet Freedom Foundation called the order unconstitutional, and within hours the code was mirrored elsewhere while the app stayed live on both app stores, per Decrypt. Not a content takedown, a code takedown, which is a different and bigger thing. We unpack what that precedent means for anyone who ships software separately, because it deserves its own piece.
What mesh can honestly do, and what it cannot
The physics is genuinely favourable in exactly the places these apps get used. Bluetooth hops are short, tens of metres, so mesh networks need density: lots of phones close together, each acting as a relay. A dense crowd is the best possible radio environment for a mesh, which is why the same app works at a festival and at a mass protest, and why it is nearly useless for two people a kilometre apart in an empty town. Offline messaging is crowd technology. That is the honest shape of it.
The security story demands the same honesty, because this is where the category has failed people before. In 2021, researchers at Royal Holloway published a full break of Bridgefy: users could be tracked, messages read, anyone impersonated to anyone, and the entire network shut down with a single crafted message, per the Breaking Bridgefy paper. The university's own summary was blunt about the consequences for people relying on it in protests, per Royal Holloway's announcement. The lesson is not that mesh is hopeless. It is that offline does not automatically mean safe, and that an app whose users may one day include people with real adversaries carries a duty of engineering honesty that marketing copy cannot substitute for.
